Denis Merville was appointed national energy ombudsman on 5th November 2007 by decree of the Minister (Ministre d’Etat) for the Environment and Sustainable Development, the Minister of the Economy, Finances and Employment and the Minister of State for Consumption and Tourism.

He was born on 16th March 1947. He is a principal tax inspector by profession, and was elected mayor of Sainneville-sur-Seine in 1977. He has been General Councillor for the Seine-Maritime since 1982, Regional Councillor for Haute-Normandie from 1985 to 1993 and member of Parliament for the 6th Seine-Maritime electoral constituency from 1993 to 1997 and from 2002 to 2007. A member of the Finance Commission of the French Parliament, he took part in the information mission on the struggle against the greenhouse effect between 2005 and 2006.

In addition he is Vice President of the Association of Mayors of France (AMF), and chairs its Environment and Sustainable Development Commission.

Denis Merville is a Chevalier de la Légion d'honneur.
